Yes — for the dry soil that makes carpet look dirty, encapsulation with proper agitation cleans to the base of the pile. The difference is what's left behind: steam cleaning leaves moisture and often soap residue; low-moisture leaves your carpet dry in 1–2 hours with no residue to attract new dirt.
